Community Based Rehabilitation (CBR), an essential ingredient of programs
for persons with disabilities (PWD) in developing countries. When CBR was
first coined by the WHO, it was viewed as a means of addressing the needs of
PWD especially in poor rural communities with few resources. This
presentation will highlight how CBR has evolved over the years from a focus
on the individual and their impairment(s), to a more holistic approach that
is effective as a vehicle for community development, disability rights and
poverty reduction.
*Winston Miller *is trained in Public Health and has over ten years of
experience in disability and international development. He is the Director
of International and National Programs at *cbm* Canada. **
